Focused checkbox does not have a dotted outline

Details
When get focused, the label of the checkbox should display a dotted
border to indicate that it's focused. But in Mozilla 0.9.6, the dotted
border are not drawn. In IE 5.0, the dotted border is drawn.
To reproduce:
1. goto http://www.mozilla.org/newlayout/testcases/htmlforms/label.html
there is a checkbox in the HTML page.
2. press TAB to change focus in the browser controls.
3. When the checkbox is focused, you will found there are no dotted border is
drawn.
4. Do step1-3 in IE 5.0, you will found a dotted border is drawn.

Confirmed. This requires outline support, muahahaha.

Note that the checkbox border _does_ change. The only thing that's not outlined
is the label...
