NOTES: I am currently logged in using the same account on a different flame which has a movistar SIM. The app being tested doesn't have bango set up at all. I flashed my phone from 2.1 to 2.0 and repeated the STR from comment 0 and I can still reproduce the issue.

note to self: this bug does not happen for app purchases

this was a configuration problem, my bad. The in-app tester was using a payment key for another app that only supported Bango. I switched it to use the key for this app, https://marketplace.allizom.org/developers/app/in-app-payment-tester/payments/ , I can now get to a Boku screen when simulating my network.
