This is intended behavior. You're getting seeing Reinstall_forbidden because the app is already installed on your device. Go to the home screen and long tap on the app to delete it. After that, you will be able to purchase it again.

It looks like you are trying to install the testES app from the B2G browser. That won't work. You need to install the testES app from the iStage app itself.
