If you lock the preference privacy.sanitize.sanitizeOnShutdown and then go to preferences and select "Use custom settings for history", the checkbox for "Clear history when Firefox closes" is checked, but not disabled. If you uncheck it, it becomes disabled. The checkbox should be disabled and checked.
This is on old preferences. New preferences seems to work better. What's the timeline for the new prefs?
