Currently a hard limit of 45 minutes for freshness is built-in to the protocol. For shumway purposes, this is pretty aggressive and could tolerate a much longer update ping. This may or may not be necessary in order to turn on updates for all users for bug https://bugzilla.mozilla.org/show_bug.cgi?id=1134284. The drawback of this is of course that we'd only be able to revoke once/day. Not so bad for shumway, could be bad for tracking protection.

Also this bug makes no sense if we end up enabling TP in PB mode.

After talking to Travis I don't think this bug makes sense. The qps is lower than I originally thought.
