I discussed this with mmaslaney today, and it turns out he never intended the hovered item to have a different background color.
We still need to have this 'selected' color for when the user interacts with the list using the keyboard.
As a bonus, I made the [X] of the selected item visible, so removing items from the list is now keyboard accessible. The padding change is so that the focus ring around that X button has a reasonable shape.
