Reproducible on:
Nightly 39.0a1 (2015-03-18)
Affected platforms:
Windows 7 (x64)
Preconditions:
* browser.readinglist.enabled = true
Steps to reproduce:
1. Launch Firefox.
2. Access a web page, (e.g.) https://www.mozilla.org/en-US/mission/.
3. Hover over the "Add page to Reading List" button from the Location Bar.
Expected result:
As in the case of Linux and Mac OS X and according to the design mockup as well, Windows is not showing any additional styling effects for the "Add page to Reading List" button.
Actual result:
A blue glow (OS-specific) hover effect is displayed for the "Add page to Reading List" button from the Location Bar.

Michael, another one for you to verify - to me, the mockups don't imply a blue glow on hover but it turning blue on click.

Mark, your right, the blue should only appear on click. A dark version of the icon should appear on hover.

To clarify, there should be no glowing effect.
