I don't see any reason why the logic from https://github.com/mozilla/gecko-dev/blob/master/testing/mochitest/jetpack-package-harness.js can't live in the sdk test modules, I think we should attempt the merge this logic with sdk/test/* so that we may hopefully reduce the amount of code existing in m-c overall, keep the sdk related code in a single path, and better test it.
