Starting with 39 addons will need to be certified to work with Firefox. Our current plan is to turn off any uncertified addons that users may have installed and redirect them to AMO for alternatives and SUMO for explanation.
Therefore it would be great to have a SUMO page explaining why we certify addons.

This was introduced in a recent blogpost:

and will be extended on on the same blog recently.
In parallel we are changing the addon install flow to be fully doorhanger based. No more modal-dialog. (can currently be seen in Nightly)

Add-on signing isn't happening until 40, with it being enforced in 41.

Made changes so that it conditionally shows the following messaging:
Version 40 - Firefox warns you against installing unverified add-ons.
Version 41 - You won't be able to install unsigned add-ons.

Yes, this one will require the version/os/locale variables.
