In bug 29346, you made it so that popup windows can be disabled, but it would be
nice if we had a little more control. We should be able to block the 2nd (or
3rd, etc) popup window from a page and also the first popup window of a popup
window. This would allow only one (or more) popup windows from any page.
Couldn't find a dupe for this.

Why would you want to allow even one? Seems to me like you either want to see
popup windows or you don't. I don't see much point in this, but I don't want to
mark it wontfix out of hand. Adding helpwanted keyword. Brian, why don't you
find someone who wants to code this?

Some sites use popup windows as part of their site. My school's webmail site
uses a popup window to tell you how many letters have been grabbed. If I had
popup windows off, I wouldn't see this even though I would want to. It seems
that most of the problem occurs when sites try to spam you with tons of popup
windows that open more popup windows, etc. One window IMHO isn't a problem.
Maybe not even two. Blocking them would break many sites and you might not even
know why or if they are broken.

We're still working on perfecting popup blocking, but I don't think limiting
them to an arbitrary number per page is the answer, and no one else has come
forward in support of this, so I'm marking this Wontfix.

This has been done in FireFox with the setting dom.popup_maximum.
