B2G M6, M9 and M12 are often orange for now (see bug 1148843), but test_eme* do pass the tests.

Note that, Bug 1146729 enables MP4Reader on B2G, so blank decoder module should not be needed for B2G once that lands, right?

True for the versions where MOZ_GONK_MEDIACODEC is defined. We still need blank decoder since B2G ICS has no media codec.
