[1.Description]:
[Flame][v2.2&v3.0][Browser]Enter into www.google.com in the browser, the page can not move smooth after zooming in the page and move it left or right.

[2.Testing Steps]: 
1.Launch the browser app.
2.Enter into the URL www.google.com.
3.Zoom in the page.
4.Move the page left and right.

[3.Expected Result]: 
4.The page can move smooth.

[4.Actual Result]: 
4.There is no inertia when user moves the page, the page can not move smooth.
