DirectoryLinksProvider filters for specific allowed PING_ACTIONS, so pings aren't actually being sent for those actions currently.
Bug 1138817 removes the "suggested" ping and uses the original "sponsored" and "sponsored_link" actions. When that is fixed, this bug won't matter.
