Currently on impression and click we submit the tile ID for enhanced tiles. This means that we can profile one more more of a user's top sites if we enhance many different top sites. This doesn't seem to match up with our privacy plan for tiles.

Should this bug be blocking some aspect of the tiles feature? If we need to make a decision, what, if anything, is waiting on that decision? I'm uplifting some pieces of the feature now to 39, and the current plan is to release this in Firefox 39.

Probably this should block bug 1158230. Ed and Benjamin, would that make sense?

I don't think this needs to block suggested tiles. This is about enhanced tiles, which have already shipped.

I believe data retention and reporting were set in a way to not expose individual's enhanced top site.
