Reproducible: Sometimes Steps to Reproduce: 1.Visit a secure site 2.Look at the padlock icon. 3.It appears unlocked. Expected Results: The padlock should change to the yellow "locked" state. Re-starting Mozilla and visiting the page again will often activate the padlock icon.

Are you using the tabbed browser ? In that case its probably a duplicate of bug 101723.

No I wasn't using tabs when I observed this. I do have the browser set up to use tabs if necessary and the symptoms sound the same as the other bug so I suspect it is the same. What is PSM ?
