We need an RPM for Packer. Hashicorp doesn't have anything official - it's possible the community has already solved this, but if not, we can roll our own spec.
Created a minimal spec[1], generated some RPMs, and put them in the socorro-public Yum repo. [1] https://github.com/phrawzty/packer-rpm
