What is THUNDERBIRD_38_VERBRANCH?

The Thunderbird release team made a decision yesterday to do a branch of mozilla-release/mozilla-esr38 that will be used to release Thunderbird 38, so that we can take bugs that are too risky for Firefox but important for Thunderbird users.
