Actually we have two in-content style-sheets, the old in global/skin/inContentUI.css and the new in global/skin/in-content/common.css. A lot of content is now using the new one. With the add-on manager the biggest user has moved now to the new style-sheet.
The remaining pages are: about:sync-progress, about:permissions, about:downloads and requestAutocomplete.
When this pages have moved to global/skin/in-content/common.css, we can remove the inContentUI.css.

Now there is no more consumer of inContentUI.css and it can be removed.
