User Agent: Mozilla/5.0 (Windows NT 6.3; Win64; x64; rv:40.0) Gecko/20100101 Firefox/40.0 Build ID: 20150428133810 Steps to reproduce: I opened a page belonging to http://order-order.com/. Actual results: Scrolling the page causes Firefox to scroll intermittently, it's fine when APZ is disabled. Expected results: Scrolling should work consistently.

According to the info in comment 0 the build you have is from April 28. Does this still happen on the latest build? It may have been fixed by bug 1157409.

Just came back to this and noticed the build ID. I was sure I was using a more recent build. Never mind, it works fine under smooth scrolling (the condition I noticed it under).
