bug 1162514 only partly fixed the regression from bug 1153992. Now, if no device=repo list is specified the the test manifest, no tests will be run. This is a simple fix to only check the build against the repos list if the repos list is not empty.
developer-test-no-repo.ini is a manifest without any device restrictions. It should run tests on all devices.

Test manifest which defines device repo lists. In this example where I triggered a mozilla-inbound test, it should only run tests for nexus-one-1.
