When Mozilla 0.9.6 is loading web pages, it ignores the Ctrl+N
command, and does not open a new navigator window.
Reproducible: Always
Steps to Reproduce:
1. Start Mozilla
2. Open a page with an "heavy html code"
3. Try to open a new navigator window with Ctrl+N
Actual Results: Browser ignores the command
Expected Results: Browser should open a new window

Since bug 764595 comment 121 reopened many bugs that are dupes of each other
(but not bug 764595 apparently), trying to better resolve the situation.
