The behavior of the following browsers is same as Firefox's. IE11 on Windows7 IE11 and Spartan0.11 on Windows10TP The behavior was changed by Bug 300030 since Firefox3.

All that's going on here, as far as I can tell, is that intrinsic width computations for replaced elements with an intrinsic ratio are not aware of quirks percentage height behavior. Putting the testcase in standards mode makes everything work as expected. Bug 681499 seems vaguely related. My suggestion is to not use quirks mode if you can avoid it.
