This happens on Windows7 Basic and Classic Style.
and it is regardless of Titlebar enabled/disabled.

STR
1. Switch to Dev theme if not
2. Enter fullscreen f11
3. Attempt to show the browser UI
   Move mouse to the top of screen

Actual Results:
Nothing happens

Expected Results:
The browser UI should be shown
Same happens for me:

Also, there are seemingly related behaviors:

The titlebar will not show unless I restore or maximize from the taskbar, or toggle it from customization. With the dev theme, the cursor's position and where firefox detects it don't match, as if the title bar _was_ there, but isn't being rendered.

These issues are known and the fix is awaiting uplift (Bug 1164952)
I was able to repro this on win8 too on build firefox dev build 40.0a2 (2015-05-18). Adding a tracking flag for firefox40 and firefox41.
The Bug 1164952 was fixed and resolved. Can we verify whether this bug is fixed as well?

Brian, based on comment 5, this bug is not fixed even though you suspected that it would be due to another bug fix (comment 2). If we want this fixed in FF40, we need a patch soon. Could you please help find an owner? Thanks.

When I hover the topmost pixel after going into fullscreen in Win7 classic mode / Dev Edition theme, I see the rest of the browser UI (tabs, window controls, etc).  This is with 42 and 41.  Ritu, do you still see the issue on 41?

Brian, I just tried the STR on 41.0a2 Build ID: 20150727004009 and I still hit the issue. I tried the STR with FF40 build ID: 20150713153304 and I don't see the browser UI. 

So after playing around with this for a while I have a somewhat additional step in the STR for 100% repro. If you move the mouse pointer straight up along the left margin/border straight to the left-top-most pixel, the browser UI does NOT show up. If you move the mouse pointer any other way to the left-top-most pixel, the browser UI DOES show up. :)

Interesting to hear the further STR.  I just tried to keep the mouse entirely along the left margin all the way to the left corner and couldn't get the browser UI to *not* show up.  Tried the same on the right corner also.  Tried Win7 Basic / Classic and normal Windows 7 theme and can't reproduce with any of them from today's Dev Edition build.  Is there any other info that might help me reproduce it?  What version of Windows are you on, and with what system theme?
Windows 8 version. How do I check the system theme? I believe it is windows default as I never changed it.

Can you please upload a screenshot of what it looks like when you run into the issue?  I think I'm seeing a related problem when going into fullscreen mode with a bunch of tabs open so that the tab strip is overflowing.

This is too late for 40 and as it affects only the dev them, I don't think it is a big deal.
Since this is a dev theme, untracking for 41. Adding a tracking flag for 42.

I just tried the same steps on my win8 laptop (without multimon enabled) and it works well for me on 43.0a3 buildID 20151007004048. 

I am comfortable resolving this one as fixed. Please let me know if there are any concerns.
