Upon clicking Restart to Update, the updated instance of Firefox does not have a complete application menu in OS X

Steps to reproduce:
System tested: OS X 10.10 Yosemite
Firefox 36 (before update), Firefox 38 (after update)
1. Open an outdated version of Firefox on OS X.
2. Select Firefox > About Firefox.
3. Wait while the updates are downloaded.
4. Click "Restart to Update".
The updated version of Firefox opens.
5. Click the Firefox menu in the OS X menu bar.
Actual results:
The Firefox menu contains only one entry: "Quit".
Restarting Firefox again by quitting and re-opening it brings back the expected menu.
Expected results:
The Firefox menu should be complete (About Firefox, Preferences, etc.)
