In bug 1147561, _searchLogins uses fallback logins (with a different scheme for the same hostPort in the formSubmitURL) when no logins were found but that means that if a user has more than one account for a single site but the only difference is the scheme of the formSubmitURL, the logins for the other schemes won't be used.
To implement this we require deduping logic like we do for the other HTTP/HTTPS consolidating since multiple logins could have the same username.
