Proxy: unreachable error message is confusing

Details
When a proxy is configured, but unreachable (e.g., it refuses the connection),
Mozilla will pop up an error dialog such as:
The connection was refused when attempting to contact www.example.org
While this is technically correct (it doesn't say that the connection to
www.example.org was refused), it is misleading, as most people will read it that
way.
Is is possible to say "The connection to the proxy proxy.example.net was
refused", or similar?

VERIFIED/dupe:
many error conditions were improved, but some conditions may still provide
inaccurate messages.
Can you test Mozilla 1.3f and reopen this bug if an unreachable error is not
clearly provided? I have not gotten a good lab case for this scenario.
