So that different platform engineers can add things like:
* Number of webgl draw calls per frame
* How many textures are loaded by the compositor for that frame
* Etc...
Then we can expose this data for specific frames, or in aggregate in the frontend (potentially behind different prefs and/or show-platform-data depending on the thing recorded).

This report is related to the old DevTools profiler implementation, which has been removed. The Performance panel is now based on Firefox Profiler at https://profiler.firefox.com/
