Write access to flash directories is given to all NPAPI process and only needs to be for flash.

Jim, since we only support Flash and Silverlight on 64-bit and we plan to drop support for NPAPI plugins other than Flash in Firefox 52, can we WONTFIX this bug? Or should we just deprioritize it (and not block 64-bit Firefox roll-out)?
