User Story

User Story:  
* As an advanced user who turned TP on via about:config, I expect TP to continue to enable/disable TP on a site-level, so that I don’t lose the control I already have

Acceptance Criteria:
* Users who activated TP in normal mode via about:config see the TP panel (Enable/disable button and text messaging) appear in the Control Center
