If there are any SHIFT+CTRL combinations, maybe this makes sense, but is still confusing. If there aren't, it doesn't. Reproducible: Always Steps to Reproduce: 1. Enable CAPS LOCK 2. Go to URL bar, type something 3. Select something and press CTRL+C 4. Press END, and then CTRL+V Actual Results: No paste Expected Results: Paste
