Steps to reproduce:
1. Open a webpage encode by [Chinese, Simplified] which is supported by reader view
2. Close the page (Ctrl + W).
3. Recover the page (Ctrl + Shift + T)
Note: in reader view, refresh the page also has this problem
Actual results:
Show a page with wrong encoding.
Expected results:
Show the article just like what it was.

The character encoding is not specified in the Content-Type header.
The character encoding is specified in the meta element, but not within the first 1024 bytes of the file (it's also worth noting that other browsers will only look in the first 512 bytes).
