The icon of the WiFi in the notification bar keeps showing as active, even after click on it, or disconnect from the settings.

This works for me, could you perhaps attach a catlog while you reproduce this issue?
This works for me as well. I tried several attempts turning WiFi on and off from the notifications tray and settings. I also let the device fall asleep on its own and lock the phone manually. I could not reproduce this on the latest Aries master. 

There is a slight delay sometimes when turning WiFi on and off but if I remember correctly nothing can be done about that or it was by design.

Sorry, thank you for reporting this issue. Only duping to the latter issue cause there was a regression window done on it already and movement.

Latest version (2.5) doesn't have that issue. Works from the notification bar as expected.
