Description:
if the user is making a firefox account and turn on wi-fi using the notification center it will open behind the firefox acccount creation screens. it will still be there when the account creation is dismissed.


Repro Steps:
1) Update a Aries to 20150710105517
2) Open settings > Firefox Accounts
3) choose to create an account or sign in
4) Pull down notification center
5) Turn on wifi and close the notification center
6) wait a moment
7) Dismiss the account creation screen
8) Observe wi-fi settings

Actual:
Wi-fi settings appears behinds firefox account creation screen

Expected:
It is expected that wi-fi settings opens in front of current app

This issue does occur on Flame 2.5 through Flame 2.0.
