I can't repro the scaled text on either OS X or windows, but on the money-mark page I do see the scrollbar (track + thumb) lagging behind as I scroll, much like the background-attachment:fixed stuff of bug 1166301.

I get the same behavior here as on bug 1188624 - classic scrollbars are moving with scrollframe.

I still see this problem after bug 1195400. If I disable either the transformZ(1px) or set layout.devPixelsPerCSS to 1.0, the problem goes away. It's still Mac only.

I can reproduce this by re-enabling mix-blend mode support in CompositorOGL. Seems to be fixed by bug 1021845 so far.
