This needs quite a bit more detail before it's ready to be worked on. We don't know if a site is going to show the plugin notification when it's first loaded. Is the proposal that we wait for N seconds after detecting a tracking element before showing the shield? Even if we wait N seconds, there's still a chance the shield animation could coincide with the plugin animation if we didn't wait long enough. And what if the page is already done loading and a tracking element appears at that point - should the shield appear immediately at that point? It'd be more consistent to make color changes, icon changes, or animation changes rather than adjusting the timing that the shield shows up. But it's possible to tackle this if we can clearly specify the desired behavior.

Let's readdress this request for 43 since we're updating the url bar behavior anyways. Hope is that with the new backend work request to know up front what permissions are being asked of the user so that we avoid asking them multiple times, that we would have a better sense of what would be animating into the url bar.
