Description:
When users enable wifi in the notification tray it will open up wi-fi settings. But after enabling it it will take a long time to open the settings and it doesnt inform the user that it is trying to open it so they may not think it is opening.

Repro Steps:
1) Update a Flame to 20150723010205
2) Pull down the utility tray
3) Turn on wi-fi
4) Observe samount of time it takes to open settings

Actual:
It takes a long time to open wi-fi settings and doesnt inform the user it is working on it

Expected:
Its expected that wi-fi settings opens quickly or has a loading message so the user knows the phone is working on it.

This issue DOES occur on Aries 2.5 and on all branches back to Flame 2.0.

I think this performance issue is dup of bug 1174640.
