This happens on e10s and non-e10s.

By "background" I presume you mean the images to the left and right of the main column. This is only visible if the window is wide enough. (Or zoomed in.) I don't see this background scrolling on Ubuntu or Windows. The behavior on Windows is the same as the behavior of Chrome.
Yes the images on the left and right. You don't see the left/right images jump around when you scroll? What version of Windows are you using?

Yes, thank you. ipon.hu is using background-attachment: fixed with the background on the <body> element.
