This is the Gaia build system portion of Bug 1156198. In order to support preloading the ServiceWorker cache in Gecko, we need the Gaia build system to bundle the resources needed by ServiceWorkers. The current plan is for each app to list it's entries to preload in a new webapp manifest entry 'swcache-preload', and 'prefetch' and package them from the build system.
