This happens when another tab is open in the same browser and the page in that tab _is_ secure. Reproducible: Always Steps to Reproduce: 1. Open a new Mozilla Window. 2. View any secure page with it (e.g. https://www.verisign.com/cgi-bin/clearsales_cgi/leadgen.htm?form_id=0224&toc=w176925620224000&email= ) 3. Open a new tab (Ctrl+T) 4. View in the new tab an unsecure page (e.g. http://www.google.com) Actual Results: The small lock in the lower right corner of the browser is closed, indicating that the page is secure. When clicked Mozilla will display security information about the secure page. Expected Results: The small lock in the lower right corner should be open, indicating an unsecure page. When clicking the lock Mozilla should display info about the page in the currently selected tab.
