Any chance you can grab a backtrace to show what's triggering the refresh driver?

I'm not seeing this. I set a breakpoint in nsRefreshDriver::Tick in the parent process with a "continue" command and scrolled up and down a simple page lots. The breakpoint was not getting hit; it only seemed to get hit when I switched windows which is what I would expect.
