Currently the deploy_build_id command reads <MEDIA_ROOT>/<repo>/build_id.txt but we want the various projects to be separated when we deploy them to AWS so instead, we should make the command accept a build_id parameter and have the various scripts that call it pass the build_id directly as an argument.
