Can't remember exactly what the previous version was but I think it was "close" and I usually take updates every time they are offered.

If you see this only after your computer sleeps/hibernates then you are seeing Bug 1196662. Othewise, we need to know whether you do, or do not get new messages when Thunderbird first starts up.

reverted to 38.2 where problem seems to be same.. Does not occur on start up, except notification shows in notification bar and sounds, but does not deliver until cursor moved over place where message should be.

Can you test a build from https://archive.mozilla.org/pub/thunderbird/nightly/2015/07/2015-07-09-03-02-12-comm-central/ ? (backup your Thunderbird profile before doing so)

sleep/hibernate is involved. problem occurs after sleep/hibernate.
