Yes we need to evaluate the whole panel. It's a bit messy because there a lot of conflicting stuff going on there. The major problem being that historically it uses Tab to go through the list; which is not how Tab is used anywhere else.

bug 1198687 is adding accesskeys

accesskeys should allow basic keyboard navigation. maybe it might be improved in future, but I think for now this is what we can do. Fixed by dependency.
