Indicate non-default Site Permissions in the Control Center subview

Details
Non-default site permissions should be differentiated from default ones in the Site Permissions subview so it's easier for users to find non-default values to change. The current proposal is to show a blue dot to the left of the permisision icon.
We should be able to use SitePermissions.jsm and compare the value of getDefault to get to know that a non-default value is specified.
