After some discussion, we realized that having an option to switch from listed to unlisted (and then from unlisted to listed at some point) wasn't a good idea:
1/ it's brittle: after having the switch from listed to unlisted for some time, we had to fix quite a few bugs, related to the fact that switching doesn't properly go through all the different steps an add-on is supposed to go. Also there's quite a few differences in the restrictions between listed and unlisted
2/ it's not an option that most developers should care about
3/ we came to the conclusion that switching was needing nearly the same actions as submitting a new add-on from scratch: choosing the review type, submitting a new version, and re-submit some data if needed (like a new name if the name is already taken for example)
This was however the only way to switch an add-on from listed to unlisted or vice-versa, while still keeping the same GUID. Deleting an add-on doesn't free the GUID, as it's added to a blacklist for security reasons, preventing the developer from reusing it, and thus loosing all the add-ons users.
This thus needs addressing, and that's why we have bug 1200777.
