1.d click on "Details" and it will bring up the "Text Services and Input
Languages" dialog
1.e click on "Add..." button. The "Add Input Language" dialogbox should show up

hum... it seems win xp add a new message called WM_UNICHAR, and look at the
following bug report for abiword
http://bugzilla.abisource.com/show_bug.cgi?id=1314
this issue is currently listed as the top 10 issue for abiword (see
http://www.abisource.com/information/news/2001/awn41.phtml ) ...
also see http://www.ultraedit.com/products/features.html that ultraedit support

emeditor from www.emurasoft.com also claims they support WM_UNICHAR, I am
downloading emeditor and ultraEdit now. If both of them allow input, then
probably handle WM_UNICHAR message alone in the ANSI mode can address this issue
and we should try a prototype. We can also ask the author of these two software
for info too.
