1. Run any Firefox version in Arabic
2. Open Inspector and Debugger in Developer Tools
Actual results:
Pane toggle direction is wrong.
Expected results:
Pane toggle should be reversed direction in RTL locales.

Hello,
I would like to attempt this as a good first bug for an assignment. Do you have any suggestions on what files to start looking through?
University of Toronto, CSC302H1S-2016 assignment. Patch by Feb 26, 2016.
Issue exists also in Firefox Developer Edition 49.0a2, and I suppose it also does in Nightly.
