The current inadjacency list for content contains filters for: * adult sites * gambling * drugs * alcohol Since the current way of packaging the inadjacency list is not optimal, i.e. it isn't complete and it is cumbersome to update, we want a shavar-provided list of sites for the inadjacency decision.
