Steps to reproduce:
1. Create 2 nameless folders with different bookmarks in them.
2. Enable sync for bookmarks.
3. Sync.
Actual results:
One folder will become empty and its content will be in the other folder.
Expected results:
Sync without any modification to both folders.
I am doing this because I want a short bookmark toolbar with nameless folders serving as buttons for a dropdown list of bookmarks.

Presumably there are some steps missing from Comment 0: how many devices? What were the other devices?
iOS won't dupe the two together. Desktop should mark them both with hasDupe. Android might screw it up. Testing should make this pretty obvious.
