Details
This is a feature that has been requested frequently, and I think it makes sense for privacy-conscious people.
Currently, we have "Open External Links in PB" from bug 1065004, but having three options is probably confusing.

My fault, I have not chatted with Karen about this yet but will do.
As Margaret pointed out the other bug, they seem to be trying to solve the same issue, right?
I'm tempted to do a quick chat as I feel the use cases can be misunderstood very easily (at least for me).
I think based on what I remember in Boston, Chenxia, you don't see any good use case in offering the option "external only" as part of the tri-state.

We will be doing a tri-state for opening external links:
* normal (no private)
* prompt each time
* always private
